Upon acquiring the 150 acre site, we undertook a detailed viability assessment, which determined that there was no viable re-use for the main manufacturing plant and specialist contractors were brought in to demolish the facility and remediate the land.
This ongoing project requires careful decommissioning of over 750,000 square feet of highly specialised buildings and infrastructure including major clean room capability, central utilities and plant rooms.
Our master planning exercise for the site is currently in development with Fife Council, Scottish Enterprise and Scottish Development International to create a long term sustainable centre to accommodate the needs of industry and the local area.
Phase 1 Site Demolition & Remediation | Jan 2011 – March 2013
- Specialist strip-out of bespoke manufacturing plant and equipment
- Specialist demolition and removal of all existing building structures, substructure concrete and external concrete hard standings.
- Retention of existing three-storey office block
- Removal and relocation of existing mains services and drainage infrastructure
- Remediation and earthworks remodelling of the demolished building area to provide a suitable development platform.
PPP Planning Application
During 2011, and in concurrence with the demolition and remediation contract, Shepherd Offshore engaged a full design team to prepare and submit a planning application. The application sought the mixed-use redevelopment of the site, comprising the following land uses:
- Retail – 3 Acres
- Offices – 5 acres
- Hotel – 1 Acre
- Education Campus – 9 Acres
- Residential Development – 35 Acres
- Business and Industry – 55 Acres
- Public Open Space – 42 Acres
Phase 1 Infrastructure | November 2015 – April 2017
- Construction of new main site access to north-west corner and construction of adoptable estate road (Core Road A) including footpaths, cycle ways, street lighting and verge
- Construction of ‘green boulevard at the north-west entrance to the site
- Construction of main highway drainage sewers for the entire phase 1 site
- Construction of main foul water drainage sewer for the entire phase 1 site
- Completion of main services for the Phase 1 site, including the residential, retail and education land parcels
Phase 1 Residential Development | Jan 2016 – July 2018
- Distribution of land to the Western side of the site to a JV Consortium, comprising of Bellway Homes (Scotland) Ltd and Persimmon Homes Limited
- Construction of 225 Residential Units (169 Full Market Sale Units and 56 Affordable Housing Units) including associated drainage, hard landscaping and green spaces
- Build-out completed 12 months in advance of preliminary programme
Phase 2 Infrastructure | March 2017 – September 2018
- Construction of upgraded main site access to north-east corner and construction of adoptable estate road (Core Road B) including footpaths, cycle ways, street lighting and verge
- Construction of ‘green boulevard’ from the north-east entrance to the site to Core Road A
- Construction of main highway drainage sewers for the entire Phase 2 site
- Construction of main foul water drainage sewer for the entire Phase 2 site
- Completion of main services for the Phase 2 site including the hotel, office and education land parcels
- Horsetail treatment works to the entire development area
Phase 3 Infrastructure | June 2018 – Ongoing
- Tree and shrub clearance to the existing landscape bunds along the northern boundary of the site
- Bulk earthworks to the northern land parcels
- Preparation of serviced development platforms along the northern boundary for the retail, office and hotel land uses
Fife College Dunfermline Campus | Feb 2016 – Ongoing
- Terms agreed for the distribution of 20 acres of land to Fife College in February 2016
- Site works expected to commence late 2019
Phase 2 Residential Development | July 2018 – Ongoing
- Terms agreed for the distribution of 18 acres of land to the western side of the site (Southern Section) to a JV Consortium comprising Bellway Homes (Scotland) Ltd and Persimmon Homes Limited
- Preliminary plans drawn up allowing for the construction of a further 193 residential units (145 full market sale units and 48 affordable housing units) including associated drainage, hard landscaping and green spaces.
- Conditional missives expected to be concluded during third quarter of 2018
- MSC application expected to be submitted during fourth quarter of 2018
- Site works expected to commence second quarter of 2019
